The new Midtown Community Benefits District and Management Authority Board was sworn in on Aug. 6 by Clerk of the Court Xavier Conaway, and a reorganization has begun with a series of board reviews and staffing changes. That follows the “Yes” vote by property owners in Bolton Hill, Madison Park, Charles North and Mt. Vernon in a March referendum re-establishing the special district.
The city’s Board of Estimates will meet and presumably approve the reinstatement of Midtown Community Business District on Tuesday, June 20, the last step in rectifying a screwup by the city council last year that cast a legal cloud over the special district’s legitimacy.

Midtown Benefits District (AKA tax-supported Midtown Baltimore) is partnering with the owners of Fitzgerald Apartments and an arts consultant for a 12-month pop-up use of the long-empty former Barnes & Noble bookstore that served the University of Baltimore and the neighborhood.
